I need to re-cover a dishwasher rack

Ok, so for some reason, I decided I needed to go to a specific thrift store that I never go to, I didn't know why exactly, but I had to. I've been wanting a countertop dishwasher since I found out they existed, but the $200+ price tag was too much to spend when I could hand wash them for free. But I still wanted one. So I went to the store and they had one! The owner of the store hadn't tested it, and it was in kinda rough shape (vinyl coating on the rack is cracking/peeling, and the cord had been cut and attached to another). So she gave it to me for $20! After having my dad check the cord (and confirm that it was fine), I took it home and tried it. It works awesome! The window in the door fell out, and has to be repaired with silicone sealant, but for $20, oh well.

Now, the rack needs serious help, every inch of vinyl on it is cracked, and underneath is rusted. I can't figure out what to use to fix it. Is there any reason spraypaint it a stupid idea? It's the first thing that came to mind (scrape off the vinyl, sand the rust, paint). My mom suggested the plastic dip for tools, but this sounds rather toxic. I know from experience that duct tape does not hold up in the conditions inside this dishwasher (taped the inside window on to run it a few times), lol.

Any ideas?
