Is it possible to lower a cats weight?

I've never had a overweight cat but I worry about my brother's cat(we live together so I've grown on her) he adopted when a friend couldn't keep her. She doesn't seem to eat a whole lot but is not that active. She will chase a string for a while and chase laser lights but otherwise doesn't have interest in playing other than chasing around my kitten(almost a year old).

Anyone have experience with weight reduction in cats? She does seem to have loose skin on her tummy so I wonder if she has lost some. She is a paranoid kitty, very jumpy. I wonder if she if stress can cause weight gain like it does in people. She had a horrible experience at a house in between the original "parent" and him. That house had other cats that hissed at her and she hid under the bed 24/7 which is why my brother took her in.

My mother had success lowering her indoor cats weight when she switched to a high quality grain free food. It was the only thing that helped.
