In higher latitudes, we cannot synthesize vitamin D through sunshine in the winter months (and for most of fall and spring as well.) While I agree it's good to get some D naturally, all the time in the world outside is not going to promote adequate vitamin D levels if it's winter in high latitudes!

Cultures that are native to high latitudes also have diets that are high in vitamin D, such as oily fish. And even then - just being native doesn't mean no one had deficiencies. Adequate for survival is a long way from optimal health. There are reports of rickets and scurvy from ancient Rome.
