I picked up my new puppy today and she told me he is paper-trained. We are not wanting to paper-train as it will teach him he is allowed to go inside the house. He peed in the yard when I got him home but 30 minutes later he peed on the floor. Sigh. So how do you convince a dog that has been paper-trained to go on grass. He seems to have absolutely no idea what I want him to do out there.

I'd take him out every 15 minutes and give him a potty command, like "go potty!". When he does it, praise the heck out of him and/or give a treat. I would do the same thing I would do with a dog that had no training at all. Take him out an insane amount of times. Whey you can't have him tethered to you or under your close supervision, put him in his crate. Every time he comes out of the crate, straight outside to potty. It will work, just be patient. Enjoy your new puppy!
Oh, and if you do have him tethered to you or under close supervision and he starts to potty. Pick him up as soon as possible, before he finishes even, and take him out and give him the command.

You need to un-train him. Frequent trips outside and the command 'go potty' or whatever you are going to call 'potty'. When your puppy is inside you need to either keep him under close eye or keep him crated. His crate should only be large enough for him to sleep in. The theory being the dog wont pee/poop where he sleeps.
House training does take awhile so expect accidents and be patient.

you put the newspaper outside where you want him to go. Stay outside long enough till he goes on it. take him out to the paper very regularly. Depending on age, stimulation with a warm wet rag may be necessary, many puppies are taken from their mothers at way too early, like 6-8 wks... so you have to be his mommy, they typically stimulate them to go with their tongue... you can use a warm wet cloth if necessary. anyway, use full size paper in the beginning, then use a smaller patch, then a smaller patch... until you are down to just a bit. This will take anywhere from 10 days to a month. At the end, to be sure, you may want to shred some paper so the grass is clearly visible and the paper too.... eventually he will just re associate going with grass instead of paper....
