Hits when scared

Isaac has one friend, Davin, who is much more active then him. Faster, louder, but very sweet. So many things he does freak out Isaac and then Isaac lashes out and hits him or tries to kick him. He just turned 2 in Jan. and is either in another world or doesn't understand much because he never pays attention.

My friend, Davins mom, is really nice and totally understand but I still feel like a crappy parent. He doesn't do it with his cousins (the youngest of which is 9 months older then him) I don't know if it's because the youngest are all girls or because they are bigger and older. He's been around them since birth.

I just am not sure what to do. I hold his hands, or feet, and say we're nice to our friends, or that will hurt. You get the idea.

What do I do?

BTW He has learned the word scared and will try and hit Davin and then tell me he's scared. Davin will be growling or jumping really close to Isaac or something.
