Halloween treats for toddlers?

Hi all,

Looking for ideas for safe Halloween treats for toddlers (homemade or otherwise). DD is almost 16 mos. old, and we're planning to take her around the neighborhood in her costume. But since she's too young for candy, I wanted to give her and our 2-year-old neighbor something that they can still enjoy on Halloween.

Any ideas for goodies that aren't a choking hazard?

How about the snackpacks of goldfish? That's what I was thinking of for ds. Annnnd it's good to pass out to other kids too.

last year we passed out pretzels and I had little containers of bubbles for close friends who came by. This year I just bought a whole bunch of bulk silly bandz to pass out, although I wouldn't give them to a 16 month old I don't think.

We also got any "lunch" packs of food we didn't mind ds having sometimes, pretzels, chedder bunnies (annies), fruity squishy bunnies (annies), tiny bags of tings or pirate booty, cliff bar zbars. Ds just loved the individually wrapped aspect the most!

I found some mini PlayDough (listed on package 2+) that we will be handing out to all those who come to our door. We don't have too many, so for 40 pkg it was 14$ - which is certainly more than candy or pretzels, but I thought it was something that could be enjoyed more long-term, and we (parents) certainly won't over-indulge on, should there be left-overs! ;-)
Plus, our 3yo will help with handing it out, instead of going out himself.
