DD's first Halloween she was 4mo... we dressed her up and I took her into Daddy's work. She also helped hand out candy.
Last year she was 16mo, we dressed her up and took her ToTing around our cul de sac (about 8 houses or so). She walked the whole way herself, the neighbours LOVED seeing her in costume, and she really enjoyed being given stuff to put in her little bucket.
She didn't understand it was food, but having people give her things to go in her bucket was just awesome, according to her.
And then, like a PP said, we put her to bed and ate her candy.
We will probably do the same this year, but she knows about treats so we will probably let her have a couple of things. And then eat the rest after she goes to bed.
I feel a little bad, like we are just out for ourselves for free candy, but we only do a few houses of neighbours that we know, so I think that is ok. I had a couple of people come ToTing at my house last year who were carrying kids who were ASLEEP. Now that is lame. :s
