Best pad to go under litter box for cats with poor aim?

They are both older, and one is unwell (with some as yet undiagnosed respiratory issue), and they won't use a box with a lid. And, unfortunately, the only suitable place in our house (with a toddler and 2 dogs) for the litter box is in a utility room with unsealed concrete floors. So it's an extra special gift when they miss the box.

Any suggestions for a pad that is super wet proof, won't bother them, and as a plus would also help clean those gritty paws before they return to the house?

My mom has a 23 year old cat with poor aim also. She ended up going to the hardware store and buying a pan that actually goes under a dishwasher when it is installed to catch water in case it leaks. She lines it with newspaper and puts the cat box in. When the cat misses she tosses the paper and washes off the pan. You could also line it with doggie pee pads or whatever pad you choose.

I just use that cheap plastic carpet protector stuff, I really need something better as it doesn't help with litter tracking at all.
