DH cleaned slow cooker with something that scratched it badly. Still okay to use?

I wouldn't. Glazes can leach all kinds of yuck stuff into your food (lead and arsenic and lovely stuff like that), and damaged glaze leaches much faster.

What sort of scratches is it? Can you actually feel the scratches or is it just cosmetic?

I would scrub it out well with baking soda and if the scratches disappear then it should be fine
