When my 5-year-old was a baby, we used a convertible car seat in our own car (and loved it), and used a "baby bucket" style infant seat in my mom's car and then when we flew across the country to my husband's family's place. The baby bucket didn't have an "anchor" that stayed in the car; it was, therefore, relatively cheap. I think it was $30-35. Now that I'm planning for baby #2, I can only find baby bucket type seats that include an anchor and are $80+. I'd like to get one, for an extra car seat and also because the stroller we have has a snap-on carseat feature for infants (which lets the baby face us). Does anyone still make these??

They do not make any seats without bases right now. They do however make several that can be used without the base, if you choose too. Usually a base it a little better - there is a chance of user error each time you install the seat, and without a base you have to install it each time.
However, many people prefer to go baseless for travel, trips with Grandma, etc.
What brand is your stroller? It would have to be compatible with the seat. Not all of them will work. (For example, I had an Evenflo seat with DS and a Safety 1st stroller. They didn't work together at all.)

My son is 4 and I don't remember ever seeing bucket seats without bases when we were looking. I'd just get the extra base for the second car. I agree with the pp, I'm not sure I would trust/rely on someone else reinstalling that seat every time it was used. Sounds like a lot of work to me.
Also, I don't own a travel system but I do have a 'snap and go' which is just a base stroller for bucket car seats. It's awesome, I used it a ton with both boys.
You can find them on craigs list used all the time, and yes the baby faces you in it and it folds down flat for travel. LOVE mine.

Actually baseless infant seats are still available, but only as institutional seats. They are given out to low income families by hospitals, public health, etc, mostly in the US, I believe. I don't think they're available in Canada. I think there's a Graco one & and Evenflo one, although I think the Graco one might have been discontinued last year sometime. They are not available to the general public to purchase.

I don't know if you're due soon but if you have time, Babies R Us runs trade in events a couple of times a year. You bring in an old car seat and get 25% off a new one. I believe they also take old play yards, high chairs, strollers and another item or two and allow the discount to be taken on a car seat.
