I've been in a supposedly body-temperature swimming pool and found it sweltering hot, too.

Yes, if it is at 98 you will find it hot to labor in. That is because although you are 98, you maintain that temperature by dumping heat to the environment. Most people find a temperature of around 85 to be pleasent, and 90 is the temperature of many warm therepy pools. When the temperature of your surroundings is equal to or warmer than body temperature, you will feel hot. In water, this is more of a problem since evaporative cooling through sweat doesn't work under water. It would be best to labor in slightly cool water, then warm it when the baby is crowning to prevent a shock, but that can be tricky since some babies come out fast.
