Logical consequence for yelling at/ being aggressive with baby sister?

The post says it all. I would like a logical consequence for 3 year old DS when he yells at his sister, or is otherwise aggressive with her. The yelling is when he sees she's asleep and goes up and yells in her ear to wake her. I don't want to simply do a forced apology and be done, I'd like him to make ammends somehow. Any tips?

I would say something like "oh you've gone and woken up your sister and I was just thinking of doing (insert ds' favorite activity here) with you. But now I have to try to put her back to sleep." if he's aggressive say; "your sister is not safe here with you. I will take her with me to the other room".

My kids are quite a bit older, but when they fight the consequence is almost always "you can't get along, you will play alone".
