super quick and easy with cotton interlock - but what to I finish the neck and arm holes with? FOE? Anything I can buy at a brick and mortar store?

You could do a self binding. Like making knit bias tape but cut with the stretch instead of on the bias.

I would use cotton lycra fabric of a similar weight cut into strips of the desired width. For instance a 1" strip, sew or serge with right sides together, then flip the strip to the wrong side of the cami & press. Then I would sew it with a stretch zig-zag stitch and trim close to the zig zag stitching.
