You have to ask the grower why they didn't get full 'organic' certification. It could be anything. They might use fertilizers, they might use antibiotics, they might be using farmland that hasn't been chemical-free for a full 3 years, or they might just not be willing/able to come up with the paper trail or deal with the frequent on-site inspections required for the USDA organic label.

Also, I think the actual seeds themselves might be chemically treated if not organic. Could possibly be genetically modified, too.
