LOL, it'll be a while yet. i have an almost 12 year old dayghter, a 9 year old son and a 28 month old son and i still have to remind my two big kids to please not spray the table with their food because they talk with their mouths full and when they don't talk while eating they chew with their mouths open.
but realisticly, you can tell a child to keep their mouth closed and expect them to do it when they are about 5. i don't think there is any point before then as their mouths are so small and it's simply easier to chew with their mouth open. imagine putting a whole sausage into your mouth and trying to chew it with your mouth closed. well, if you compare size, a slice of sausage in a small childs mouth would be the equivalent of a full sausage in an adults mouth.
