Car/Carseat question

We are currently looking at a van to get if we stay where we are (we live in Japan and are awaiting extensions on our orders over here, DH is military). A few of the vans I looked at the back seats are such that the second row can be turned to face the third row which lead to a interesting question from DH.
If we get a van and have the second row of seats facing the third one (its easier to get in and out, also on longer trips i can sit back with the kids and keep them occupied) would I still put our 2 year old rear facing or would she need to be forward facing since she is already facing the rear of the vehicle.

What we were debating doing if we get one of those vans was having our almost 4 year old and 2 year old in the second row with it facing towards the back with the baby in the back row and open spots so if we are on a long trip I can sit back there with them to entertain them. Hopefully stopping the every 30 minute freak out by our 2 year old because she hates riding in her car seat. However I don't know if having a rear facing car seat on a seat facing the rear of the vehicle would kind of counteract each other.

US carseats must be installed only on forward-facing vehicle seats. They cannot be installed on rear-facing vehicle seats.

Yes, if you're using North American seats, they can only be installed on forward facing vehicle seats. If these vans are common in Japan, though, perhaps there are Japanese car seats that are permitted to be installed on these seats. You'll need to read your seats's manuals to see if it's allowed.
