Scratching and hair pulling

DD is almost 20 months. She recently decided it is hilarious to scratch and pull hair. We say no. We demonstrate nice touches. We stop playing with her for a few minutes (mostly in self defense). Nothing is helping. DH and I are covered in scratches. DD got bumped in the cheek by my finger as I tried to extricate myself from a particularly intense hair pulling where she was flailing around. We have no idea what to do next.

I should add that there is no hint of doing this to other kids. She is the sweetest child on the planet in those situations always wanting to share toys and giving cute little hugs.

DS went through a stage like that. I'd like to say that all of our redirecting and showing gentle touch helped, but I think he just eventually grew out of it.
