Why can't I scroll through all the smilies?

I can only see the first 7 rows of the smilies and I can't figure out how to scroll through them, what am I doing wrong?

Hello!

Since we have so many smilies it is taking a bit to get all of those taken care of, the smilies should be working normally within the next day or so.

I am closing this to help keep me organized but please feel free if you have further questions.
