rash on 20 month old tummy

My DD has a rash. The Dr thought (at our regular visit) it was some sort of contact allergy. That might be but what? We use California baby soap and Bioklean scent free laundry soap. That is it-no cream (occatioanl sunlotion but not on tummy), no powder etc.

Actually I really wanted to describe it and see if it is familiar to anyone. It is around belly button area, basically on the chubby part of belly. It is rough and dry. It is not red. It looks like her pores, sort of like goosebumps.

That is how DD's eczema looks and feels like before she starts itching, then it turns red and raised like a hive. She also gets it worse on her tummy in the same place and on her thighs. I can't offer any advice as to cause because we're still working on that but I thought I'd offer it up as a possible diagnosis.  Is your baby itchy?
