How to make a toy vegetable garden?

At the local children's museum, they have a toy garden where the kids can "plant" toy carrots.  I'm not sure how to describe it exactly, so hopefully you guys know what I'm talking about.  It's like rows of long pillowy things smooshed up next to each other, and the kids slide the carrots in between the pillows.

So if you know what I'm talking about, does anyone have any ideas on how to make one myself?
