safe paint for 14 m/o?

is there a truly safe paint for babies/toddlers out there? is there something i can make?

I have made my own with 2 parts shaving cream and 1 part white glue, plus food coloring for different colors (I don't use it in food but have no problem with it for art projects). It's fun because it makes puffy paintings. I think this is fine for skin contact. However, if you're worried about eating the paint, I'm not sure I would do it. In that case, I might just go with washable watercolors, since less is likely to make it into the mouth. Or just add some food coloring to water and paint with that.
