Pattern help! -Abmatic/k Super Bulky Cabled Hat-

Here's the pattern

What i am confused on is what the [k4] in brackets mean. I read on the pattern that thats where cables go but it doesnt state what to do with the bracketed knits until row 9.. do i just knit them like normal til row 9? Do i have to twist them?

Can someone put this in a different way so i can understand it?

I haven't made this pattern, but it looks to me like the brackets are just to indicate where the cables are going to be.
