Tiny bumps rash on DS's stomach & chest

For the past couple of days DS (15 months) has had tiny little bumps (like he's cold and has goosebumps) on his chest and stomach, but no where else. There is slight redness around some of the bumps but not large red patches. Sometimes I see him scratching so I think it is a little itchy.  He does get dry skin on his legs, could this be the same thing? He doesn't have a fever. We haven't changed detergents. I'm stumped. Does this sound familiar to anyone?

Might be viral.  One of my kids in particular will get "bumpy" all over his chest and stomach and sometimes back when viral stuff is going around in the fall and winter.  My other son just gets the bumps along his right cheek and jaw line. I've learned to recognize it as a predictor of the sniffles, although often he will be asymptomatic except for the bumps for weeks.

No biggie.

If it becomes red, itchy, or bothersome for him, of if they appear to be spreading at some point, you'll want to look into it.

I was starting to think eczema since his legs get pretty dry. The redness seems to have faded a bit so maybe they are going away. He just recently had a cold and still has a little bit of the sniffles. I will just keep on eye it to see if gets worse or spreads. It doesn't seem to be bothering him too much.
