Newbie needs help with Directions

The directions say:  "Take Piece C and fold it in half, WS tog, so that the folded side is 26" long and edges are 12" long"

 

 

Am I interpreting this correctly to mean fold the wrong side together?

 

Clearly, I have no idea what I'm doing!

If I read the directions I would think wrong side together too.
