Question about car seat laws

My husband is under the impression that it is legal to not use a car seat on private property where we live (Oregon).  To me, I don't care if it was legal to have my child climbing all over the car on the interstate, I'm not about to do it.  He is 3.5 and rf in an XTSL 80 bought specifically for the purpose of erf.  There is a disconnect between the two of us on this and similar issues, anyway, but I'm wondering if anyone knows whether it is true that private property trumps child restraint laws, or is my husband just talking out of his behind?

I'm not sure about OR, but in WA the car seat law applies even on private property.

Well, if you're talking about a farm situation, as far as I know it *is* legal for people without a license to drive on private property.  I would *assume* the same rules would apply to carseats.  Doesn't make it safe though!

If the laws are "iffy", you could also cite your insurance policy.  That would apply to your vehicle whether or not it is on a public road, and it likely explicitly states that passengers use restraints.
