I'm definitely interested in replies to this as well. I've been thinking of making some toys for my children but I live in an apartment so big power tools are not feasible for me. I`ll let you know how it goes if I get started before Christmas.

I'm looking into this as the cheap scroll saw I bought broke after it's first use! Grrr!
I'm going to try whittling... you can get the tools at Micheals and you can get 1x1s at the hardware store which you can get them to cut into workable pieces. I've seen blog posts about it and they look great but I've not done it myself.
Or most cities have a place you can go to use their powertools for a fee... you could cut all your pieces and then just sand and paint them at home.
