Good birthday gift for someone who likes paper crafts?

I need some suggestions for a small birthday gift for my friend who really loves paper crafts.  I'm not sure if she scrapbooks, but she is always making cards and fancy paper boxes.

She lives in the UK and I'm in the US, so it has to be under 2lbs.

Are there any cool scissors or tools that would make a good gift?  She's had a bit of a rough year, and I really want to send her something she'll be excited about.
