It looks like it can grow bigger than just you. Kinda like the microloan/microgrant programs. Especially if you can get sponsorship by businesses...the person asking for help might apply to the program, then submit the school/training/testing cost and the program be directly paid. And it can increase in available funds by 1) people who are helped repaying the (zero percent) loan (unless it would cause financial hardship), 2) donations from individuals and businesses.

I thought I could have used something to get a vocational certificate when I thought DH and I were going to break up and I was pregnant with DD1...no one would talk to me without considering his income, though I had NO access to his money (long story, but since it was mostly my *fault*, I told him I didn't want anything from him and that he could keep the housing allowance in exchange for letting me use his medical, which, in the military, was no cost to him until the divorce was final. We are still married 10 years and two more kids later.).  Â
