Tight foreskin? or normal?

DS (3.5y) is intact and recently he's been saying that his penis hurts when he has an erection.  I think what's happening is that he's trying to pull his foreskin back and it won't slide back over the glans.  He's able to get it about halfway over the glans and then says that it hurts.  It looks to me like the foreskin opening literally isn't wide enough to allow the entire glans to come out.

Is this normal?

Yes that is normal. I would talk to him and explain that he shouldnt try to force it back because it could really hurt him. The major risk is it could get stuck behind the glans then you would have a problem fixable but still a very scary thing called paraphimosis. As he ages it will loosen up and go back easily but for now his body isnt ready for that.

yes, VERY normal. the opening loosens up last (after the foreskin is completely separated). My son is 5.5 and is not even close to being retractable. Perfectly normal!
