quick cutoff date question

I have a child born sept. 1st. In a state with a 'sept. 1st' cutoff date does that mean BEFORE sept. 1st or ON OR BEFORE sept. 1st? I've been researching it but can't seem to find a straight answer.

In our area, the child has to be born by the cut-off. For us it's Dec 2nd which means they have to be born ON or BEFORE December 2nd.

Ours is  on or before Sept 15th. So a child w/ a Sept 14th (or earlier) & 15th Birthday could attend school. A child with  a Sept 16th would have to wait. THere are no exceptions in our area. Some areas do allow for some leeway.

In my state the cut-off it August 1, but that means the kids have to be born on July 31 or earlier.

Each state is different. I am in Texas. In Texas, if you were born on or before Sept 1, you can start that year. Sept 2 and later has to wait the extra year.

In New Mexico it is midnight on Sept 1. Kids born later on Sept 1 have to wait a year.

In WA if you are born in September you wait til the next year.  The cut-off date is August 31.
