As far as I know, to send western union you need the cash up front. They never have let me use a credit or even a debit card.

If you somehow figure out a way to get the money out, you can send western union instantly.

You talked to your friend on the phone right? Because if she contacted you on the internet, that's a really common scam.....

You can send western union using a credit or debit card. It can be done online, if she has a debit card she can go online and send money to herself and pick it up local to where she is.

Again, it's usually a scam.  don't send until you TALK to her on the phone, like her voice.

Actually she can call her bank and have them lift the daily atm limit.  Most banks will do this with out a problem. The daily atm limit is a pre-set amount to protect your account incase your card is stolen or your account is compromised in anyway.

This.  My bank card has both a daily ATM cash-withdrawal and a daily use-as-a-credit-card spending limit.  So, if I know I need to go over, I just call the bank and let them know and they raise it to what I need (within the limits of my available balance) for that one day.

Yup.  I've even done it online - logged in on my phone, actually.  This means it can be done after business hours/on weekends.  Not sure if all banks allow this, but mine sure does.  Increase or decrease the daily atm limits, on either debit card we have through them.

So glad your friend is ok! I had something similar happen to me on my first business trip. My debit card (which was all I had at the time) got stolen and shut down while I was in japan. Then my work extended my stay for 2 more weeks. I *did* have 200 dollars cash, which I thought was alot, but doesnt go very far in japan. My boss in the US felt sorry for me, and asked the japanese office to loan me money. I'll never travel without a cc again!
