Homebirth Midwife near Fairbanks Alaska?

My sister just moved to Fairbanks Alaska and is pregnant with her 5th baby. She's got Tricare insurance but will pay out of pocket if she can find a good midwife to provide care. There is a local birth Center that will do homebirths but they are very expensive and seem to be very impersonal so far. Any info would be appreciated! She's also looking for a doula/Photographer.
