Can anyone help me make sense of this (NVICP statistic reports)?

I was reading some old threads and came across this link. I'm unsure of what exactly it is, and what it means. I can figure some of it out, but I thought you guys may have more knowledge on the subject. If you can just sort of break down what it's saying for me, that would be helpful.

Is this where people go if they've been injured or had someone die as a possible result of vaccination? The cases at the bottom, is that through the past 20ish years or is that for 2010? Is this a decent place to get an idea of the possible risks of vaccines? Does a payout mean they admit some level of responsibility? Who funds this? The government? Us? The vaccine companies?

If you click on "home" once you open that link it will give you an overview of what it is but yes, that's where you would go to submit a claim if you felt you had sustained a covered vaccine injury. Those totals are for the entirety of the program existence so it's since 1988. If you click on the "trust fund" page it explains that it's funded through excise taxes paid by everyone who purchases vaccine.
