i am so sick of my sons fighting

ds (6) has it in his head that he is in charge of ds (3.5).  he owns all the toys, the space...makes ALL the rules about how to play, decides where he sits, the cup he uses, what to watch on TV, where to sit in the tub, how much water is in there.  You name it.  if he doesn't get his way he either pitches a big crying fit or gets angry and appears "bullyish" towards younger brother.  at my wit's end.  tips?

My son (4.5) can be like that with his sister (2). We have a zero tolerance policy about it now because it was just.too.annoying. If he starts in with his bossy voice or behavior he's told to leave the room and come back when he's ready to be a brother.
