I am in shock.

I walked to the car from the grocery store and there was a guy holding I assume his baby and screaming into a cell phone while his friend danced around yelling into the phone too. The baby was maybe 6 months old. They were parked right next to me and we got in the car at the same time. I see the guy holding the baby still  get in the driver's side and then pass the baby over to the guy who just got in the passenger side. I sit for a moment longer thinking they were going to put her in the car seat from inside because it is really cold tonight. They never put the baby in the car seat which is just sitting there. It was not installed though as it was parallel to the back seat and behind the passenger.

I pulled out slowly and they pulled out right behind me and in the lights from the parking lot I can see that the guy in the passenger seat is still holding the baby!!! They pull onto the road right behind me still and yes the guy in the passenger seat is still holding the baby in his lap!!

Okay, so I am still in shock about seeing that whole scenario play out. I didn't do a damn thing about it either and I feel so stupid for not doing something. What would I do though, seriously? I just can't think of what I would have done. Does that happen a lot? I have never seen anything like it. Maybe I am overreacting without actually having done anything?

If It were me, I'd have called 911 with the license plate and location.  Let a cop pull them over and slap a nice huge fine on them.  It is illegal and highly dangerous so you wouldn't be wrong to use 911 in that situation.  if a cop on patrol is nearby, they'll get to them fast too.

Ok I am ashamed to admit this because I really feel I messed up in a huge way not doing anything. We (meaning my car and theirs still behind me) literally drove past a police station. I just couldn't believe what I was seeing, like no one could be that stupid right?

don't beat yourself up.  I've not called for things I should have too.  Hopefully someone else called instead, or maybe a cop saw anyway and pulled them over elsewhere.  Just remember for next time that this is the perfect situation to use 911.  It sucks you didn't this time but you can't do anything about that now except remember for next time (hopefully there won't be a next time though!)

Where I live they couldn't have been pulled over just for a baby-in-arms in the front seat.  The driver would have had to have a moving violation and then the lack of proper restraint could have been ticketed secondarily.  Makes me so mad!

If I'd had time to get the liscense plate, I would have called that in.

I have seen people do something like this a few times but always been too stunned to take action while their plate was still in view. :(

Don't beat yourself up. You didn't know what to do and you were in shock. I have missed lisence plates before and not called it in because I was so blinded by anger for the children or shocked it was happening.

I usually try to catch the lisence plate and call the nonemergency. Or 911 if I don't know the non emergency number. Once I didn't have my phone on me but I found a cop walking back to his car. That was an interesting one as he swore it was legal.

you could still call it in with a description of the car and occupants...

Yeah, chances are they'll do it again. Maybe just let the cops know to keep a look-out for that kind of thing?
