Can you recoat a wooden toy so that it would be safer?

I have been given a bunch of Melissa and Doug toys that are wooden(which I like b/c they aren't plastic). I've been reading up on safe finishes, which include linseed oil. These toys have of course already been painted and finished (and I'm sure not with a natural oil). Is there any way I could recoat these wooden toys so that when my little one puts it in his mouth, if anything does come off it would be the safer oil he would be getting?

I think oil finishes need to soak into the wood so you'd have to sand off all the existing paint.

 

We had a plan toys shape sorter with a painted lid which was very battered. I though it would be a quick fix to sand it and refinish it with beeswax but it took hours of sanding before it was clean enough. Even now there is still a red tinge to the wood. I'm not sure I would want to do it with something more fiddly.
