Would a child with Turners' Syndrome be eligable for medical assistance?

My daughter has a genetic disorder (cri-du-chat or 5P-) and with no regards to our income has supplementary insurance.  A friend of a friend is waiting on the results of a genetic test for her 5 year old daughter who they suspect has Turners' Syndrome.  I am trying to get together some information for my friend.  I lost my first baby when I was 19 1/2 weeks pregnant with her due to heart and brain abnormalities.  Later genetic tests showed that she had Turners' Syndrome as well.  I did research at the time and know about reproductive issues, growth issues and such.  Also the possibility of heart problems.  If anyone can direct me to some good links to pass on, I would appreciate it.  Also, the friend of a friend's husband just lost his job.  They are worried about paying hospital bills and such and I would love to be able to point them in the right direction to getting medical assistance if that would be possible in their case.  Thank you.

I think a lot depends on the state. My DD has a genetic disorder and we qualify for nothing due to income. No supplementary insurance, no disability etc. I assume she lives in your state? Maybe I am wrong in that. For a lot of states their is an income level issue. For California I think it is 48K combined max. We do qualify for Early Intervention services just based on diagnosis.

Thanks.  I hadn't thought of that.  She is in the same state as me.  I need to try and look up the info that got us started with medical assistance for our daughter.  I remember having to give financial info, but their was definitely no income restriction.
