Is This Caused By Moths?

I have noticed a couple of holes in my sweaters recently. The holes are about the size of the tip of my index finger. They are not in all my sweaters--just in one or two, and there are only 2-3 holes in each. Is this caused by moths? I do not see any moths in the closet where the sweaters are hanging. We moved into this house about 15 months ago. If it is moths, how do I get rid of them? I refuse to use moth balls. What else is there? cedar?

I've had holes in sweaters and not seen moths, but with no other explanation, I figured that's what it had to be. It was the same pattern- just a few sweaters and a few holes in each. I was using cedar blocks at the time, maybe there weren't enough of them. I won't use mothballs either, I'd rather have holey sweaters, lol. I think lavender works better. I have some sachets made with cheesecloth. I've read that you can use lavender oil as well.
