I always recommend Sublime Stitching but it's because everything is kind of wide open - things can be as simple (all back stitch) or as complicated (using whatever stitches you know) as you want to make them. They have some cute and funky patterns. There are some kits as well, I believe.

I would check out the Mary Frances sewing book. http://openlibrary.org/works/OL15310170W/Mary_Frances_Sewing_Book It is more than embroidery and she'll need help to learn, but the story is very cute & quaint. My dd's, ages 8 & 6, are really enjoying learning to sew with Mary Frances and I'm teaching two classes (older & younger girls) for our homeschool co-op. You start out by using aida cloth (fabric used to work cross stitch designs) to learn the stitches and then move on to making a muslin sampler & then on to doll's items & clothes. I bought the hard copy of the book, but you could just read from the web and buy the patterns here: http://www.acmenotions.com/setofmafrbop.html
I do think the patterns are in the public domain as well & you should be able to find them & print them for free.

I guess preprinted cross stitch would be okay, but I wouldn't recommend counted cross stitch, too tedious for the younger set.
