There are two Bruesewitz cases, so it's not entirely comparable. Eleven years here is very long, but I can't tell offhand from skimming the decision how much of it was due to maneuvering (I don't mean that perjoratively) by the petitioners. It looks to be averaging about 3.5 years (here, under "Program Performance Measures"; no source I've been able to find explains what the asterisks are for).
[ETA.--The issue of the change in table injuries by HHS that affected the Bruesewitzes isn't really a difference here, as the Hayneses similarly had to show causation in fact.]
