almost 2y not going to bed until late

It is 12pm here and DS is still sleeping because he was up all flipping night. The vast majority of the time I can't let him sleep like this, it is a rare morning that we don't have to be out of the house early, 3 children, I work part time.... I have no choice but to wake him up and then I deal with a grumpy boy all day. He still naps, it doesn't matter if it is an early nap or a late one, it usually has to be an early one because of school pick up. If I put him down for the night before say 9pm then he sleeps for 20-45 minutes wakes up and is ready to go for hours. It doesn't matter if I am there sleeping next to him or not, he sits straight up and crawls off the bed as fast as he can. I can play dead, refuse to get up, and he will just roam around the bedroom for hours.

Some of the time if put him to bed later 9-10:30, he will go to sleep and stay asleep, not always though, like last night. It isn't just a phase, he has been doing it on and off for a year now. He will do it for months and then stop for couple weeks and then start back up again. We have black out blinds, white noise, it is just him and I. With other kids if I just wait it out, they stop doing it, but not him. I don't need much sleep now days but I need more then this! Thoughts?

Around the same time ds (6) was diagnosed with ADHD I heard about melatonin supplements. Ds would could take up to 3 hours to go to sleep. It comes in liquid form or pills. Lately, I switched to a time release pill because he was waking up at 2am and playing, and he absolutely needs 10hrs of sleep or he has problems in school.
