Is there a safe PVC?

I am considering buying an inflatable mattress for my son.  One brand, The Shrunks, claims their product is made of "non-toxic PVC" and that it has no Phthalates, BPA, or lead.  I'm confused because I thought that all PVC should be avoided if possible, but they are touting the safety of their product.  Is this misleading or have they isolated the problem toxins (and not included them) and a more nuanced view can be taken?

I did some searching and I'm seeing it referred to as "non toxic PVC" I'm reading this not as "the PVC is a special kind that is non-toxic" but rather as "PVC is in fact, a non-toxic item." Make sense? Like some people just think PVC is non-toxic, and it's marketed that way on some things. BUT, I'm not a plastics researcher, I know car seats! I'm hoping someone has a good answer for you!
