When can I divide my spouting seeds?

I just started a ton of impatients.  Many of my seeds are sprouting just fine but for some reason I have about 30% which haven't sprouted.  I normally put 2 seeds in per cell so I have a lot of doubles.  When can I divide the ones that have 2 so that I have a full tray of seedlings?  Can I do this?

I'm still kinda new at this and appreciate any advice.  Thanks!

Personally, I wouldn't do it - I would just snip off one from each double near the soil level and replant the ones that didn't come up if needed.  But if you really wanted to try, I would wait just until the first set of true leaves reach a reasonable size.  Then you can use a small knife to loosen the soil around the edges of the cell until you can tease apart the roots.
