White spots on bottom part of 2yr olds front teeth

My 2 year old son has some bright white areas on the bottom part of his two top front teeth. He saw a dentist at around a year (the dentist just looked in his mouth for about 10 seconds) and I think he had them then, too. The dentist didn't say anything. But I keep noticing them and I'm wondering if that's the beginning of some sort of decay or if its just there because they're growing...or what??? Please help.

Ps. When is my son supposed to see a dentist next?

Has he had them since the teeth emerged? It could be hypoplasia if that's the case -- and that may or may not make him more vulnerable to decay in those spots; it depends. Or it could be pre-decay. That's my understanding; I'm obviously no expert, though.
