Please forgive me for another ignorant question - and one that may seem silly to some. I am interested in this, though, and don't know how to find out.

I would like to find out in which countries the orphanage, or someone at the local level that knows the children, makes the decision of which child to match with the file of the procpective adoptive parents. I believe at least Uganda has done this, where as many places, e.g. Bulgaria, have a central office somewhere matching the files.
