Indoor windowsill herb garden

I have an east facing window in my kitchen with a big sill. The window gets good light for a few hours every morning. I would love to start an indoor herb garden in this window, but I have a brown thumb and not much gardening experience. Also, I have a very limited budget. I know I will have to buy the seeds (or small plants?) and containers, but I don't want to spend much. 

 

Advice?

Most herbs like a lot of sunshine, but being that you're in southern california, maybe a few hours a day would be enough.  The easiest herbs I've grown are parsely, cilantro, basil, and rosemary.  Oh, and I suppose chives count, too.  The rosemary is a little hard to start from seed, so you might want to just buy a small plant.  You should be able to get herb seeds for about $1 per pack, or less if they're on sale, or see if you can find someone who'd be willing to share some or all of what you need - I give and throw away lots of herb seeds, since they seem to only be sold in quantities 100 times greater than anyone could ever use.
