quick question-need to assign a grade to my child for a maths program, can anyone advise?

He is 7, 8 in August.

I am totally confused. Over here (uk) the school year runs from september to september, I read somewhere that in america its december to december?

(I also have no idea if he's actually AT the correct grade level but that is a whole other thread)

eta ok i think I've worked it out-think he's in second grade. Thanks!

Yes, he'd be in 2nd, here in Pennsylvania, USA.  The school year starts in September (except some areas start in August now that I think about it) but different school districts have different months for the age cut off for grades.  Here you have to be 7 to start 2nd grade, but some places you might be able to start as an older 6 yo who turns 7 in December.
