safe teething guard for crib railings???? GAH!

Hi all right now on my LOs crib we are using a cloth rail=guard type thing that velcros on, my LO can rip it off in about 30 seconds flat. So when it comes to settling down for bed we end up putting it back on multiple times, I don't want to sew it perm. on because it is something that I feel should be washed since it is absorbing so much drool, snot, etc, ykwim? I don't feel that snaps would solve the issue either. I have seen online these plasticy film items that seem to work like a thick tape, but I am concerned about the type of plastic or chemicals that might be involved.... but I am at my wits end with LO pulling off the other cloth teething guard, Any suggestions or thoughts at all? FYI LO will scrap crib finish off in a heart beat without the cloth on.

We used to call our son an angry beaver, lol.  He loved chewing on wood, luckily he grew out of it.  What we did was use a crib bumper pad. I tied it around the top of the crib with spare fabric string (I kept keeping pieces, so happy it finally came to good use).  It didn't make it all the way around so I used another piece of thick cloth to cover that portion.  Alright, the whole thing looked rather sloppy but it worked, and he never got it off... so that's all that mattered. I was also afraid of the chemicals in those plastic bumper guards, and tried the premade teething guards which never worked either.
