One-size covers: flap up or down?

Hopefully I can explain this well.  When using a one-size cover with snap-down adjustment and it's adjusted down, you end up with that 'flap' inside the front. Some pictures I've seen have this 'flap' folded up before securing the cover, some have it folded down. Is there a best/better way to do it?

I had never paid attention so I got out a cover to play with.  It seems mine 'naturally' fold up. If you 'fold down' it looks like it may fit a bit smaller - so if you have a skinny LO that may help get them to size down or inbetween more.
