Toddler Nail Biting

My 22-month-old started biting his fingernails (and one time I saw him biting his toenails) last month about a week after my daughter was born.  Is it normal for a child this young to be biting his nails?  Could it be his way of dealing with the stress of a new baby?  And is there anything I can do to stop it?  Thanks!

DD does this, although, she also likes to pick at her toenails especially and wants me to cut them off completely.  She definitely does it when she's stressed out (sometimes she'll even wake up in the middle of the night and do it).  We haven't found anyway to stop her yet.
